Dear Paskin,
hv 2 Your letter to Strang of January 18th No. 30046/27
about Nemazee.
I must apologise for the delay of our reply,
but, apart from the growing pressure of China business
here, we hoped to write to you about this matter at the
same time as we consulted you about the terms of
reference for the new Committee of Ministers.
These
were also delayed, when the Chinese work took all our
attention, but they are now being put in hand.
Regarding Nemazee our own opinion is that we see
no reason for denying him ordinary facilities until
he is proved guilty, and that the onus of proof rests
upon the Hongkong Government, who are in the position
of potential prosecutors; we feel, however, that the
matter is essentially one which should be dealt with
